This bill establishes November 7th of each year as "Victims of Communism Day" in West Virginia, a day to honor the estimated 100 million individuals worldwide who have perished under communist regimes. The Governor is directed to proclaim this day, and it will be observed with public exercises at the State Capitol and other designated locations. Importantly, beginning with the 2026-2027 school year, high school students taking the mandatory United States Government class will receive at least 45 minutes of instruction on "Victims of Communism Day." This instruction will cover specific communist leaders and movements, such as Mao Zedong, Joseph Stalin, Fidel Castro, Vladimir Lenin, Pol Pot, and Nicolás Maduro, and will detail the suffering caused by these regimes, including poverty, starvation, forced migration, violence, and the suppression of free speech. The State Board of Education is required to update social studies standards by April 1, 2026, to incorporate these new educational requirements.
