This bill establishes November 7th as "Victims of Communism Day" in West Virginia, a day to honor the estimated 100 million people who have died under communist regimes worldwide. The Governor will officially proclaim this day, and it will be observed with public exercises at the State Capitol and other designated locations. Importantly, public schools will also observe this day, with instruction taking place on November 7th or the preceding school day if November 7th falls on a weekend or holiday. Starting with the 2026-2027 school year, high school students taking the required United States Government class will receive at least 45 minutes of instruction on "Victims of Communism Day," covering topics such as the impacts of leaders like Mao Zedong, Joseph Stalin, Fidel Castro, Vladimir Lenin, Pol Pot, and Nicolás Maduro, and the suffering caused by poverty, starvation, forced migration, violence, and suppression of speech under their rule. The State Board of Education is tasked with updating social studies standards by April 1, 2026, to include these new requirements.
