This Study Bill mandates that county election officials, referred to as registrars, must verify a person's United States citizenship before registering them to vote, using a system called the Systematic Alien Verification for Entitlements (SAVE) system, managed by U.S. Citizenship and Immigration Services (USCIS). If a registrar cannot confirm a person's citizenship through this system, they are prohibited from registering that individual to vote. Individuals who are denied registration based on this verification process have the right to appeal the registrar's decision to the district court in their county, and the court's ruling on the matter will be final.
