This bill establishes a new process for verifying the United States citizenship of individuals who are registered to vote in Iowa. The state registrar of voters will use a federal system called the Systematic Alien Verification for Entitlements (SAVE) system, managed by the U.S. Citizenship and Immigration Services (USCIS), to check the citizenship status of all registered voters. If the SAVE system indicates that a voter's citizenship cannot be confirmed, the county commissioner of registration will mark that voter's record as "unconfirmed." The county commissioner will then notify the voter, offering them the chance to cancel their registration, providing instructions on how to submit proof of citizenship, and giving information on how to contact USCIS to correct any inaccuracies. If the voter does not provide proof of citizenship within 90 days of receiving this notice, their voter registration will be canceled. This verification process will be conducted monthly for new registrants and annually for all registered voters.
