This bill, known as the "Climate Protection Plan Act of 2026," requires the Hawaii State Energy Office to hire an outside expert, a third-party consultant, to create a comprehensive climate protection plan for the state by 2029. This plan will serve as a science-based guide to help Hawaii continue developing renewable energy and reducing harmful emissions, especially given the uncertainty of federal funding for such projects. The plan must include a clear vision for a fair transition to a net-zero economy, incorporate Native Hawaiian values and existing climate commitments, set measurable goals for emissions reduction and resilience with timelines, and define the roles of various state and local agencies, community partners, and Native Hawaiian organizations. It will also involve greenhouse gas inventories, specific strategies for key sectors like electricity and transportation, an assessment of climate hazards, and prioritized actions to protect critical infrastructure and vulnerable communities. The plan will also address how benefits and burdens are shared, integrate Native Hawaiian rights and knowledge, identify funding mechanisms, and outline implementation and monitoring plans, including an evaluation of new technologies and incentives to phase out fossil fuels. To assist the consultant, a Climate Protection Advisory Committee will be formed, with members from the legislature, state departments, and the University of Hawaii, along with invited experts and youth representatives, to meet regularly and provide input. The bill also appropriates $2,000,000 for the fiscal year 2026-2027 to cover the costs of this consultation and advisory process.
