This bill, known as the "Climate Protection Plan Act of 2026," mandates that the Hawaii State Energy Office hire an outside expert to create a comprehensive climate protection plan by 2029, which will serve as a roadmap for the state to achieve its goals of 100% renewable energy and carbon neutrality, especially given the uncertainty of federal funding for such projects. To assist in this process, a Climate Protection Advisory Committee will be formed, composed of representatives from various state agencies, the legislature, and experts in fields such as energy, agriculture, equity, and private industry, along with a youth advocate. The bill also appropriates $2,000,000 to cover the costs of the consultant and advisory committee's work.
