This bill establishes the Nuclear Power Study Committee, a seven-member group tasked with investigating the feasibility of building a new nuclear energy generation facility in Vermont. The committee will include representatives from the Public Utility Commission, Vermont Electric Power Company, and ISO New England Inc. (an independent system operator for the New England power grid), along with two members from the House of Representatives and two from the Senate, all appointed from different political parties. Their duties involve examining why Vermont's previous nuclear plant closed, identifying legal and practical obstacles to a new facility, and gathering input from various stakeholders like electric utilities, NextEra Energy (a major energy company), the Nuclear Energy Institute (a nuclear industry advocacy group), and the U.S. Department of Energy. The committee will receive administrative, legal, and analytical support from legislative offices and is required to hold its first meeting by July 31, 2026, elect a chair, and cease to exist on January 31, 2027. By December 15, 2026, they must submit a report with their findings and recommendations to legislative committees. Members will receive per diem compensation and reimbursement for expenses for up to six meetings, funded by legislative appropriations or grants. The bill takes effect upon passage.
