This bill establishes a new pathway for individuals to obtain an "alternative instructional leader license," which would allow them to serve as principals, assistant principals, or instructional supervisors in Tennessee schools. To qualify for this license, candidates must hold an advanced degree in an education or human development-related field, possess at least three years of leadership experience in specific types of educational institutions, achieve a qualifying score on a state-determined assessment, and demonstrate completion of certain other requirements, provided they do not currently hold an educator license. This alternative license will be valid for four years and cannot be renewed, but after holding it for that period, individuals will automatically be eligible for a standard instructional leader license, even if they don't meet the usual requirements. The bill also clarifies that the state board of education can create other routes to obtaining an instructional leader license and grants the board the authority to create rules to implement these changes, with the new provisions taking effect on July 1, 2025.
