This bill allows local governmental bodies in Tennessee to conduct community meetings, defined as gatherings of community members to discuss public business, using electronic means of communication. A "local governing body" refers to a local government group with two or more members who make decisions or recommendations on policy or administration. Under this bill, these bodies can permit participation via electronic means, provided they allow the public to view or listen to the meeting in real-time, and to participate electronically if normally allowed. They must also provide public notice including a statement about electronic participation, the physical location if applicable, and instructions for electronic access. Furthermore, recordings of these meetings must be made and posted online within four business days, retained for at least three years, and remain accessible for at least one year. The bill also mandates that electronically participating local government members can hear and speak to each other simultaneously, identify individuals present with them, and be identifiable by name to the public, but they are prohibited from voting on any matter during such electronically conducted meetings.
