This bill mandates that beginning in the 2027-2028 school year, all Local Education Agencies (LEAs), which are local school districts, and public charter schools in Tennessee must incorporate a civics instructional video into their social studies curriculum. This video, which must be approved by the state board of education, needs to be shown at least once to students in grades six through eight and at least once to students in grades nine through twelve. The state board is required to approve at least one such video by July 1, 2027, and is prohibited from creating or commissioning the creation of these videos themselves. Any approved video must be historically accurate, free of political advocacy, and must cover the preamble of the Declaration of Independence, explaining the meaning of the famous quote about self-evident truths and unalienable rights, as well as the religious affiliations and moral beliefs of the Founding Fathers involved in drafting the Articles of Confederation and the U.S. Constitution.
