A "speed monitoring system" is defined as a device that captures images of vehicles traveling at least 12 miles per hour over the posted speed limit. The bill outlines that the MVA, upon notification from Prince George's County, may suspend a vehicle's registration if the owner or liable party fails to pay civil penalties or contest violations for at least three overdue citations within a 90-day period, or for any number of overdue citations totaling $500 or more. The MVA will reinstate a suspended registration once all overdue penalties, fees, and court costs are paid, along with a $30 administrative fee to the county. The MVA is also required to report annually to the General Assembly on the actions taken under these provisions. This bill is set to take effect on October 1, 2026.
