This bill amends Tennessee Code Annotated, Section 49-3-113, to expand the ability to appoint a designee, which is a person authorized to act on behalf of another. Previously, only the director of the office of legislative budget analysis could appoint a designee to serve on the TISA (Tennessee Investment in Student Achievement) review committee. This bill allows all non-legislative members of the TISA review committee, such as the executive director of the state board, the commissioner of education, and the commissioner of finance and administration, to also appoint a designee to serve on the committee in their place, though these designees would serve as nonvoting members.
