This bill, known as the "Better Spending, Better Schools Act of 2026," requires every Local Education Agency (LEA), which refers to public school districts, and public charter schools to submit a detailed expenditure report annually by August 1st to the Office of Research and Education Accountability (OREA), a part of the Comptroller of the Treasury, and the Department of Education. The Department of Education will create a standardized form for these reports, which must break down spending into specific categories such as instructional costs (including teacher salaries and materials), student support services (like counseling), school and district administration, operations and maintenance (including facilities and transportation), professional development, and expenditures from direct allocations for programs like early literacy and tutoring. Crucially, the Department of Education must then make these expenditure reports publicly accessible by posting them on the state report card, which will also show the total state funds each LEA and charter school received through the Tennessee Investment in Student Achievement (TISA) and their required local contributions.
