This bill, known as the "Better Spending, Better Schools Act of 2026," requires every Local Education Agency (LEA), which refers to a public school district, and every public charter school in Tennessee to submit two reports annually by August 1st to the office of research and education accountability (OREA) and the department of education. The first report is a planning and budgetary report for the upcoming school year, detailing estimated revenues from local, state, and federal sources, and projected expenditures across various categories like instructional costs, personnel, student support services, and operational expenses. The second report is an expenditure report for the previous school year, also broken down by category and specifying the source of funds used for each expenditure. The department of education will create standardized forms for these reports and will make them publicly available on the state report card, where they will remain for at least two consecutive school years. Additionally, the state report card will display the total state funds provided to each LEA and charter school through the Tennessee Investment in Student Achievement (TISA) formula, the required local contribution, and the total indebtedness of each school entity.
