This bill extends the Task Force on Responsible Use of Natural Psychedelic Substances until December 31, 2027, and requires an updated report of its findings and recommendations to be submitted to the Governor and the General Assembly by October 31, 2026. The Task Force, which studies and makes recommendations regarding the use of natural psychedelic substances like psilocybin and psilocin (but not peyote), will continue to include members from the Senate, House of Delegates, state departments, the Maryland Cannabis Administration, and various experts appointed by the Governor, with an added requirement for a representative from a historically Black college or university in the state. The Task Force's duties include studying existing laws, the science and data on the benefits and risks of these substances, and barriers to access, with the goal of recommending changes to create a Maryland Natural Psychedelic Substance Access Program that ensures broad, equitable, and affordable access, and to propose transitioning from criminalizing certain nonviolent activities involving these substances.
