This bill enhances the permitting process for high-capacity transit projects by allowing regional transit authorities, which are public entities responsible for public transportation systems, to apply for land use and construction permits before they have acquired the property, provided they notify the property owner, and to apply for construction permits before a final land use decision is made. It also permits these authorities to construct facilities that may exceed local height and setback regulations if they comply as much as practically possible, and allows local governments to issue permits even if the transit authority doesn't yet own the property, as long as the authority secures the necessary property rights. Furthermore, the bill clarifies that a regional transit authority's permit application will be considered complete even if they don't yet own or possess the property, and it exempts land divisions made by these authorities for building facilities from certain subdivision requirements.
