This bill authorizes the Department of Transportation to create designated "airport special district zones" within airports across the state to improve security and prevent unauthorized access, building upon the state's significant passenger volume and the department's responsibility to maintain safe and efficient air transportation as required by federal grants. These zones will prohibit individuals from entering or remaining within them if they are carrying weapons (unless authorized law enforcement), engaging in disruptive activities, or failing to follow instructions, and will also prevent people from sitting, sleeping, lying, storing property, or obstructing public rights-of-way within these areas. Violators will face removal, fines, and other penalties, and the department will work with law enforcement to define zone boundaries, specify authorized personnel and activities, establish citation procedures, and ensure clear signage, though these restrictions will not apply to active airport users like passengers and employees, emergency responders, or others exempted by future rules.
