This bill authorizes the Department of Transportation to create "airport special district zones" within airports statewide, which are defined as areas used for aircraft landing and takeoff, as well as surrounding facilities and rights-of-way. Within these zones, individuals are prohibited from carrying weapons or explosives (unless authorized), engaging in activities that disrupt airport operations, or failing to follow instructions from law enforcement or airport personnel. The bill also prohibits sitting, sleeping, lying, using or placing personal property, or obstructing rights-of-way within these zones. Violators may face removal, fines, and other penalties. The Department will collaborate with law enforcement to enforce these rules and can adopt regulations to define zone boundaries, specify authorized activities, establish citation procedures, and ensure clear signage. Importantly, these restrictions do not apply to active airport users, such as passengers, employees, vendors, or those with permits, nor to emergency responders or law enforcement acting in their official capacity.
