This bill allows the Governor to enter the State into the Nurse Licensure Compact, a multistate agreement that enables nurses licensed in a "home state" (their primary state of residence) to practice in other participating states using a "multistate licensure privilege." This compact aims to improve nurse mobility and public safety by creating a unified system for nurse licensure and regulation, and it will become effective on January 1, 2027. The bill also permits the State Board of Nursing to establish different fee structures for registered nurses (RNs) and licensed practical nurses (LPNs) who hold a multistate license issued by Hawaii, and it appropriates $75,000 for each of the fiscal years 2026-2027 and 2027-2028 to upgrade the internal database of the department of commerce and consumer affairs' professional and vocational licensing division to support these changes. Additionally, beginning January 1, 2027, nurses holding a multistate license from another state and employed by a healthcare facility in Hawaii will be required to complete demographic data surveys as a condition of employment, and healthcare facilities must report these nurses and their survey completion to the board of nursing.
