Bill Summary

Current law provides that a member has a bona fide retirement for purposes of the Iowa public employees’ retirement system when the member does not return to any employment with a covered employer until the member has qualified for at least one calendar month of retirement benefits and the member does not return to covered employment until the member has qualified for no fewer than four calendar months of retirement benefits. This bill provides that a member may return to covered employment as school district support staff or a coach for a covered employer after receiving one month of retirement benefits.

AI Summary

This bill modifies the rules for when someone who receives retirement benefits from the Iowa Public Employees' Retirement System (IPERS) can return to work for a public employer without jeopardizing their retirement status. Currently, individuals must wait four calendar months after receiving their first retirement benefit payment before returning to any employment covered by IPERS. This bill creates an exception, allowing members who begin receiving retirement benefits in July 2026 or later to return to work as school district support staff or a coach for a covered employer after only one month of receiving retirement benefits.
