This bill, effective October 1, 2028, allows the State Board of Physicians to issue a temporary license, not exceeding three years and not renewable, to practice medicine to physicians trained outside the United States, its territories, Puerto Rico, or Canada, provided they meet specific criteria. These criteria include holding a medical degree from a World Health Organization-recognized institution, completing at least two years of postgraduate training equivalent to an accredited residency program, practicing medicine for at least five of the last seven years in their country of licensure, being in good standing with their licensing authority, holding a valid certificate from the Educational Commission for Foreign Medical Graduates (ECFMG), passing all steps of the United States Medical Licensing Examination (USMLE), being domiciled in Maryland, demonstrating English proficiency, and meeting other requirements set by the Board. The Board can deny a license based on previous disciplinary actions or competency issues during training and can revoke a license if the physician practices outside its scope, loses employment, faces disciplinary action, or becomes ineligible. The Board is also required to establish regulations for minimum qualifications, application fees, conditions for the temporary license, and a pathway for these physicians to obtain full licensure after meeting those conditions.
