This bill prohibits the manufacturing, selling, offering for sale, purchasing, receiving, or transferring of a "machine gun convertible pistol" on or after January 1, 2027, defining such a pistol as a semi-automatic firearm with a specific trigger mechanism that can be easily converted into a machine gun by adding a "pistol converter," which is a device that allows the pistol to fire automatically with a single trigger pull. The bill provides exceptions for law enforcement, military personnel, licensed firearms dealers and manufacturers under specific circumstances, and for the temporary transfer of such pistols to licensed dealers or gunsmiths for servicing, as well as for their surrender to law enforcement. A violation of this prohibition is a misdemeanor, punishable by up to three years imprisonment or a $5,000 fine, and using such a firearm in the commission of a felony or crime of violence carries a mandatory minimum sentence of five years for a first offense and ten years for subsequent offenses.
