This bill requires the Commissioner of Community Affairs to create new regulations that will reduce the number of parking spaces needed for new residential developments, with the amount of reduction depending on how close the development is to public transportation. Specifically, developments located between one mile and a half mile from public transit, which includes train stations, bus terminals, or areas with at least 15 bus stops along a roadway, will see a 20% reduction in required parking. If a development is closer, between a half mile and a quarter mile from these transit options, the reduction increases to 30%. The largest reduction, 50%, will apply to developments within a quarter mile of public transportation services, which are defined to include rail passenger service, motorbus regular route service, and ferry passenger service terminals operated by the New Jersey Transit Corporation. These changes are intended to be implemented under the "Administrative Procedure Act," which outlines the process for creating and adopting government regulations.
