AI Summary
This bill revises the statutory obligations of the Advisory Graduate Medical Education Council of New Jersey, making it responsible to the Department of Health and requiring it to meet at least annually. Its functions are expanded to include developing an informational guide on graduate medical education funding for policymakers, collaborating with federal entities like the Health Resources and Services Administration (HRSA) to maximize programs such as the Rural Residency Planning and Development Program and the Teaching Health Center Graduate Medical Education Program, and creating workforce and population health outcome goals based on state appropriations for graduate medical education subsidies. The council will also develop metrics to measure these outcomes, recommend how to use federal and state funds based on a five-year strategic plan, and create that strategic plan itself for managing and growing graduate medical education in the state. Furthermore, the council must submit an annual report to the Governor and Legislature detailing its activities, the state's graduate medical workforce needs, how graduate medical education subsidies are allocated, whether these subsidies are achieving desired health outcomes, where medical graduates practice after residency, and recommendations for improving the distribution of graduate medical education positions, particularly in underserved areas and specialties.
