This bill, titled "Prohibits imposition of civil penalties on State agencies by State agencies," aims to prevent one government agency within the state from fining another. Currently, there's no law stopping a state agency, which is a government department or organization responsible for a particular area of public administration, from imposing financial penalties, known as civil penalties, on another state agency or any of its subdivisions like a division, board, bureau, or office. This bill would change that by explicitly prohibiting any administrative agency of the state, or its components, from assessing, imposing, or enforcing such civil penalties against any other state agency or its subdivisions, regardless of any existing laws that might otherwise allow it. The bill is set to become effective immediately upon its passage.
