The committee will explore all lawful avenues by which the State of New Jersey may assert or pursue annexation of Staten Island, subject to the consent of its residents, the State of New York, and the United States Congress. The committee will also solicit testimony from experts in their respective fields concerning the historical, legal, and geographic claims. At the conclusion of its work, the committee will develop and publish a report containing its findings and recommendations. The committee will expire upon the conclusion of the committee's work.
