This bill allows individuals to register to vote and cast a ballot on Election Day or during the early voting period, even if they missed the previous 21-day registration deadline. Previously, voters had to register at least 21 days before an election to be eligible to vote. Under this new law, eligible voters who haven't registered by that deadline can register at their assigned polling place on Election Day or at an early voting site during the early voting period. If they register this way, they will cast a provisional ballot, which is a ballot that is counted only after eligibility is confirmed. To have their provisional ballot counted, these voters must provide necessary information for registration, show a valid form of identification (such as a driver's license, utility bill, or paycheck), and affirm they haven't voted in that election. If election officials cannot immediately verify their identity using their driver's license number, non-driver ID number, or the last four digits of their Social Security Number, they will be notified to provide further valid identification within 48 hours before the election results are finalized for their ballot to be counted. The bill also allows for other approved voting methods that ensure ballot security, with any additional funding for such methods to be provided by the state.
