Bill Summary

This bill amends current law to make applicable for all public officers and employees the limit of $10,000 for the payment of supplemental compensation at retirement for accumulated unused sick leave and the limit on the carrying forward of vacation leave for one year only. Current officers and employees will be permitted to retain any supplemental compensation for unused sick leave already accrued and carry forward any vacation leave already accrued as of the bill's effective date. The bill would not be construed to impair the obligation of a collective negotiations agreement or individual contract of employment with relevant provisions in effect on the bill's effective date.

AI Summary

This bill establishes a $10,000 limit on supplemental compensation paid to public officers and employees for accumulated unused sick leave upon retirement, and restricts vacation leave carry-forward to only the next succeeding year, with exceptions for leave accrued before the bill's effective date or under specific circumstances like a declared state of emergency. Importantly, current officers and employees will be allowed to keep any supplemental compensation for unused sick leave they have already accrued and carry forward any vacation leave they have already accrued as of the bill's effective date, and the bill will not override existing collective negotiations agreements or individual employment contracts in effect on that date.
