At present, N.J.S.A.37:1-3 provides that a marriage or civil union license can be issued by the licensing officer in the municipality in which either party resides or, if neither party is a resident of the State, in the municipality in which the proposed marriage is to be performed. This bill would permit a marriage or civil union license to be obtained in any municipality of this State, as long as the proposed marriage or civil union is to be performed in the State. The bill directs the Commissioner of the Department of Health to adopt and promulgate such rules and regulations as are necessary.
