This bill eliminates registration renewal requirements for passenger automobiles, motorcycles, and noncommercial trucks. Under current law, these motor vehicles are required to be registered annually, with certain exceptions for new passenger automobiles. Under the provisions of the bill, passenger automobiles, including new passenger automobiles, motorcycles, and noncommercial trucks are required to be registered only upon transfer of ownership. Additionally, a person may not transfer registration of a passenger automobile, motorcycle, or noncommercial truck to another vehicle. The bill removes provisions concerning extended registration of new passenger automobiles and clarifies that certain additional fees applied to vehicle registrations would be collected only upon the initial registration of a passenger automobile, motorcycle, or noncommercial truck because the bill eliminates registration renewal for these vehicles. The bill also clarifies that the annual renewal of special insignia and special vehicle identification cards issued to owners of certain motor vehicles that transport persons with intellectual disabilities would no longer be linked to the vehicle registration renewal, as the bill eliminates the annual registration requirement for these vehicles. Under the provisions of the bill, the Chief Administrator of the Motor Vehicle Commission may continue to charge an annual fee for use of special license plates even though the owner of the vehicle is not required to annually register the vehicle or pay an annual registration fee.
