Bill Summary

The bill permits municipal governments to, by ordinance, create municipal homelessness trust funds and, by resolution, adopt municipal homeless housing plans. The bill permits a municipality to impose additional fees, fines and penalties for deposit into a municipal homelessness trust fund. The bill allows five percent of the deposits to be used annually for administrative costs related to the administration of the trust fund, and the remainder of the monies in the fund are required to be used solely for the operation of a homelessness housing grant program in order to provide: (1) for the acquisition, construction, or rehabilitation of housing projects or units within housing projects that supply permanent affordable housing for persons or families experiencing homelessness, including those at risk of homelessness; (2) rental assistance vouchers, including tenant and project based subsidies, for affordable housing projects or units within housing projects that provide permanent affordable housing for persons or families experiencing homelessness, including those at risk of homelessness; (3) supportive services, including payment for temporary accommodation at a hotel, as may be required by persons or families experiencing homelessness in order to obtain or maintain, or both, permanent affordable housing; and (4) prevention services for at risk individuals or families so that they can obtain and maintain permanent affordable housing. Grants awarded by the governing body of the municipality are required to be used to support projects that: (1) measurably reduce homelessness; (2) demonstrate government cost savings over time; (3) employ evidence-based models; (4) can be replicated in other municipalities; (5) include an outcome measurement component; (6) are consistent with the municipal homeless housing plan; or (7) fund the acquisition, construction, or rehabilitation projects that will serve persons or families experiencing homelessness for a period of at least 30 years or the equal to the longest term of affordability required by other funding sources.

AI Summary

This bill, titled the "Municipal Homelessness Trust Fund Act," allows municipalities to create dedicated funds and develop strategic plans to combat homelessness. By ordinance, a municipality can establish a "municipal homelessness trust fund" to receive money, potentially including additional fees or fines of up to five dollars on existing penalties like parking tickets. Up to five percent of these funds can be used annually for administrative costs, with the remainder dedicated to a "municipal homeless housing grant program." This program will fund initiatives such as acquiring, building, or renovating affordable housing for those experiencing or at risk of homelessness, providing rental assistance vouchers, offering supportive services like temporary hotel stays, and funding prevention services to help individuals and families maintain housing. Grants awarded through this program must demonstrably reduce homelessness, show long-term government cost savings, use proven methods, be replicable, include ways to measure success, align with the municipality's "homeless housing plan" (a strategic plan developed with state and community input to address local housing needs for the homeless), or fund projects that provide housing for at least 30 years. Any funds not spent within four years will be transferred to the Department of Community Affairs for distribution to community-based organizations.
