Bill Summary

This bill requires the owner or operator of a public electric vehicle charging station to display, or cause to be displayed, the price per kilowatt-hour at which electricity is sold to consumers on a physical sign at the point of sale. At a minimum, the price per kilowatt-hour is to be displayed in a manner that is: (1) clearly and conspicuously visible to the consumer; (2) presented in a font size and format that is legible under daylight and nighttime conditions; and (3) updated in real-time or as soon as practicable to reflect current pricing. Under the bill, if the total cost of charging an electric vehicle includes fees beyond the price per kilowatt-hour, the fees are to be clearly itemized and displayed to the consumer at the point of sale. An owner or operator found to be in violation of the provisions of the bill is to be subject to a civil penalty of up to $250 for each day the violation persists.

AI Summary

This bill mandates that owners or operators of public electric vehicle charging stations must clearly display the price of electricity per kilowatt-hour, which is the unit used to measure electricity consumption, on a physical sign at the charging location. This price must be easily visible in all lighting conditions, legible, and updated promptly to reflect any changes. Additionally, if there are any other fees associated with charging beyond the per-kilowatt-hour rate, these must also be clearly itemized and shown to the consumer. Failure to comply with these requirements can result in a daily civil penalty of up to $250 for each day the violation continues, with penalties to be collected through a legal process. The bill defines an "electric vehicle" as any vehicle powered by a rechargeable battery, including plug-in hybrid vehicles, and a "public electric vehicle charging station" as one located in publicly accessible areas.
