Bill Summary

This bill requires a school board that provides a human growth and development instructional program to include instruction on adoption in the instructional program. Current law allows, but does not require, a school board to provide a human growth and development instructional program in grades kindergarten to 12. If a school board elects to offer the instructional program, current law recommends, but does not require, that the school board include certain topics, one of which is “adoption resources, prenatal care, and postnatal supports” in the instructional program. Under current law, if any part of the recommended instructional program is provided to pupils, the school board must provide specific information on required subjects in the same course in the same year. The bill adds to the list of required subjects providing instruction on adoption. For further information see the local fiscal estimate, which will be printed as an appendix to this bill.

AI Summary

This bill requires that if a school board in Wisconsin chooses to offer a human growth and development instructional program for students in kindergarten through 12th grade, they must now include instruction on adoption as a mandatory subject, in addition to parental responsibility and the socioeconomic benefits of marriage. Currently, such programs are optional for school boards, and while adoption resources, prenatal care, and postnatal supports are recommended topics, they are not mandated. If a school board decides to teach any part of the recommended human growth and development curriculum, this bill ensures that instruction on adoption will be a required component taught in the same course during the same academic year.
