This bill establishes the Climate-Resilient Food Systems Grant Program within the Department of Agriculture and Biosecurity to support climate adaptation, resiliency, and food system infrastructure in Hawaii. The program will award grants on a competitive basis to agricultural producers, including farmers and ranchers, and food and resilience hubs for costs associated with special-purpose equipment or technology, personnel expenses and wages, and training. Applicants must submit a proposal detailing the purpose of the funds, a plan to expand agricultural production, processing, storage, and distribution, and how the grant will support climate adaptation, resiliency, food system infrastructure, and local agricultural production. The Department of Agriculture and Biosecurity is tasked with adopting rules for the program and has been appropriated funds for its establishment, with the bill set to take effect on July 1, 3000.
