Bill Summary

Applying certain provisions of law regarding priority registration at public institutions of higher education, resources and support at community colleges, senatorial and Delegate scholarships, and preferences in hiring by the Public Service Commission to the spouses of active service members and veterans; etc.

AI Summary

This bill expands benefits and preferences to spouses of active service members and veterans, in addition to the service members and veterans themselves. Specifically, it grants priority registration for courses at public colleges and universities to eligible spouses, similar to active service members and veterans, provided it's within 15 years of their last active duty and before their fourth academic year. Community colleges will be required to train advisors on the unique needs of spouses of veterans and employ staff to provide comprehensive advising services to them, as well as establish a veterans resource center that includes spouses. The bill also allows spouses of active service members to be eligible for senatorial and Delegate scholarships, and it extends hiring and promotion preferences within the Public Service Commission and other employers to spouses of active service members and eligible veterans who have a service-connected disability, as well as surviving spouses of eligible veterans. An "eligible veteran" is defined as someone who received a discharge other than dishonorable or a certificate of satisfactory completion of service.
