This bill proposes an amendment to the Pennsylvania Constitution to expand property tax exemptions for disabled veterans and their surviving spouses. Currently, only veterans with specific severe disabilities like blindness or amputation, who are also deemed in need by the State Veterans' Commission, qualify for a full exemption on their primary residence. This proposed amendment would grant a full exemption to any honorably discharged veteran who is rated by the U.S. Department of Veterans Affairs (VA) as 100% permanently and totally disabled, or receives compensation at that rate due to a service-connected disability preventing them from working. The exemption would also extend to the unmarried surviving spouse of such a veteran, and to the unmarried surviving spouse of a service member who died in the line of duty, was a prisoner of war, or was missing in action, until remarriage. Additionally, local governments would have the option to grant partial property tax exemptions to veterans with service-connected disabilities rated below 100%. This amendment requires passage by the General Assembly twice and then approval by voters in a statewide election.
