This bill creates a new offense making it a Class A misdemeanor, a serious but less severe criminal offense, for anyone to operate an unmanned aircraft, commonly known as a drone, within 400 feet of or directly above a ticketed entertainment event, such as a concert, sporting event, or performance that requires a ticket for entry and has controlled access. The bill provides several exceptions to this prohibition, including for individuals who have obtained permission from event organizers, are authorized by the Federal Aviation Administration (FAA) and operating lawfully, are employees of the venue conducting official business, are utility service providers performing official duties, law enforcement officers, members of the armed forces, or emergency management officials acting in their official capacity. It also allows private property owners to operate drones above their own property under specific conditions, such as adhering to federal regulations, not interfering with the event, and not using the drone for unlawful surveillance. The bill defines a "ticketed entertainment event" as any event requiring a ticket for attendance at a location with restricted public access.
