This bill creates a new offense in Tennessee law making it a Class A misdemeanor, a serious but less severe criminal offense, for anyone to operate an unmanned aircraft, commonly known as a drone, within 400 feet of or directly above a ticketed entertainment event, such as a concert, sporting event, or performance, that requires a ticket for entry and has controlled access. The bill provides several exceptions to this prohibition, including for those who have obtained permission from event organizers, are authorized by the Federal Aviation Administration (FAA) and operating lawfully, are employees of the venue conducting official business, are utility service providers performing official duties, are law enforcement officers or members of the U.S. armed forces or state military engaged in official duties, or are emergency management officials acting in their official capacity. Additionally, property owners can operate drones above their own property under specific conditions, such as following federal regulations, not interfering with the event, and not using the drone for illegal surveillance. The bill defines "ticketed entertainment event" broadly to cover various types of performances and sporting events held in secured locations.
