This bill mandates that Local Education Agencies (LEAs), which are public school districts, and public charter schools in Tennessee must observe November 7th each year as "Victims of Communism Day" to commemorate individuals who have suffered under communist governments. Furthermore, for high school students enrolled in a world history and geography course, these schools are required to dedicate at least 45 minutes of instruction on this day to educate students about the hardships faced by victims of communist regimes, such as poverty, starvation, forced migration, violence, and the suppression of free speech, and to connect this instruction to specific historical examples like Mao Zedong's Cultural Revolution, Joseph Stalin's Soviet System, Fidel Castro's Cuban Revolution, Pol Pot's Khmer Rouge, and Nicolas Maduro's Chavismo movement. If November 7th falls on a weekend or a day when these students do not have class, the instruction will be provided on the next school day they attend. This law will take effect upon becoming law and will apply to the 2026-2027 school year and beyond.
