This bill allows a local government, referred to as a "political subdivision" (which includes counties, cities, or metropolitan governments), to enter into agreements with developers to share the costs of building or extending public infrastructure, such as roads, utilities, or stormwater systems, that are needed to support new private construction projects. If a political subdivision determines that an "offsite public infrastructure improvement" (meaning public infrastructure or utility work outside the boundaries of the property being developed) is necessary for a development, they can require the developer to contribute to its cost. This cost-sharing must be based on how much the new development will use or impact the public infrastructure, and the political subdivision has 60 days to make this determination. The local government's portion of the cost can be funded through various means, including impact fees from other developments, bond money, or existing tax revenue.
