This bill allows a local government, referred to as a "political subdivision" (which includes counties, cities, or metropolitan governments), to enter into cost-sharing agreements with developers for the construction of public infrastructure improvements that are located outside the boundaries of the developer's project but are deemed necessary to serve future development. Public infrastructure includes things like roads, utilities, and stormwater systems that will eventually be owned by a public entity. The cost-sharing arrangement must be based on how much the developer's project will use or impact the public infrastructure, and the political subdivision has 60 days to make a determination on this matter. The government's portion of the cost can be funded through impact fees from other developments, bond money, or existing tax revenues.
