This bill mandates the Tennessee Department of Safety to develop and design two distinct envelopes for drivers: a blue envelope for individuals with a developmental or intellectual disability, and a green envelope for those with a mental illness, with "mental illness" defined as a psychiatric disorder. These envelopes are intended to hold a driver's essential documents, such as their driver's license, vehicle registration, and a contact card, and will feature communication guidelines on their exterior to help law enforcement officers recognize and appropriately interact with drivers who have these conditions. Starting January 1, 2027, individuals with a developmental or intellectual disability or a mental illness can request these envelopes from driver services centers or county clerk's offices, and the Department of Safety is responsible for ensuring their availability. The department is also authorized to create rules to implement these provisions, following the Uniform Administrative Procedures Act.
