This bill requires the Tennessee Department of Safety to create and design two types of specialized envelopes for drivers: a blue envelope for individuals with a developmental or intellectual disability, and a green envelope for individuals with a mental illness, with "mental illness" defined as a psychiatric disorder. These envelopes are intended to hold a driver's essential documents, such as their driver's license, proof of insurance, and vehicle registration, and importantly, the blue and green envelopes will feature communication guidelines on their exterior. These guidelines are designed to help law enforcement officers recognize and adapt their approach when interacting with drivers who have a developmental or intellectual disability or a mental illness, thereby promoting safer and more effective interactions. Starting January 1, 2027, individuals with these conditions can request these envelopes from driver services centers or county clerk's offices, and the Department of Safety must ensure their availability across the state.
