This bill makes several changes to Tennessee's persistent domestic violence offender registry, which is a list of individuals convicted of domestic violence offenses. The registry will now include the offender's name, date of birth, conviction details, and photograph, but will exclude sensitive personal information like addresses and social security numbers from public view. A key provision requires courts to order individuals with at least one prior conviction for an offense against a domestic abuse victim to register as a persistent domestic violence offender, and the court clerk must promptly send this information to the Tennessee Bureau of Investigation (TBI). Additionally, offenders required to register will pay a $150 fee, with $50 retained by the court for administrative purposes and $100 sent to the department of finance and administration to fund family violence prevention and intervention services. The bill also clarifies that if a court doesn't specify the number of prior convictions used to qualify someone for the registry, it will default to the period for one prior conviction, and it defines what constitutes an "offense committed against a domestic abuse victim," including specific Tennessee crimes like domestic assault and violations of protection orders, as well as similar offenses committed in other states.
