This bill makes several changes to Tennessee's persistent domestic violence offender registry, which is a list of individuals convicted of certain domestic violence offenses. The registry will now include the offender's name, date of birth, conviction details, and photograph, but will exclude personal identifying information like addresses and social security numbers from public view. A court is required to order registration if a person is convicted of an offense against a domestic abuse victim and has at least one prior conviction for a similar offense; if the court doesn't specify the number of prior convictions, the registration period will default to the length for one prior conviction. The bill also clarifies what constitutes an "offense committed against a domestic abuse victim" by listing specific crimes, including domestic assault, violations of protection orders, theft, vandalism, and various offenses against elderly, vulnerable adults, or minors, as well as similar offenses committed in other states. Additionally, individuals required to register will pay a $150 fee, with $50 retained by the court clerk for registry administration and $100 sent to the department of finance and administration to fund family violence prevention and intervention services.
