This bill establishes a process for handling traffic violations committed by autonomous vehicles, which are defined as vehicles operated by an "automated driving system" (ADS). If a law enforcement officer determines an ADS has committed a traffic offense, a notice of violation or citation must be mailed to the registered owner of the vehicle within twenty business days, with valid service considered complete once mailed to the owner's last known address. The notice must include the fine amount and any additional fees, and payments must be made to an address within Tennessee within thirty days of mailing, with a second notice required before additional penalties are assessed for non-payment. The registered owner can choose to pay the fine without appearing in court, but failure to pay within the specified time, or if the violation is contested and found to be committed by the ADS, may result in additional fees or court costs.
