This bill requires public schools to annually report to the Department of Education a list of all local assessments, which are tests or evaluations chosen by a local education agency (LEA) or public school and not mandated by the state, along with their administration schedules, and this information will be made publicly available in an online database to help parents and students compare assessment data across schools. It also mandates that LEAs and public charter schools must use the state-provided universal reading screener for students in kindergarten through third grade, and removes the option for them to administer their own universal screener, though teachers in non-tested grades (K-2) can use the results of the state screener for student growth assessments. Furthermore, the bill establishes an Assessment Review Board composed of nine classroom teachers, appointed by the governor, speaker of the senate, and speaker of the house, to annually review the Tennessee Comprehensive Assessment Program (TCAP) tests, which are standardized tests administered statewide, to identify areas for instructional improvement.
