This bill requires public schools in Tennessee to annually report a list of all "local assessments" (standardized tests or assessments chosen by a school or local education agency, or LEA, that are not state-mandated TCAP tests or other state-approved screeners) and their administration schedules to the Department of Education, which will then make this information publicly available online to help parents and students compare assessments across schools and districts. It also mandates that vendors providing state-approved universal reading screeners, which are used to gauge early reading proficiency, must develop a way to predict a student's projected proficiency on the English Language Arts portion of the Tennessee Comprehensive Assessment Program (TCAP) test based on their screener results, and this projected proficiency data will be published by the Department of Education. Furthermore, the bill establishes an "assessment review board" composed of nine public school teachers, appointed by the Governor, Lieutenant Governor, and Speaker of the House, to annually review the TCAP tests administered in the previous school year, examining student performance data and test items where many students scored incorrectly to identify areas where instructional practices might need improvement.
