This bill requires public schools in Tennessee to annually report a list of all "local assessments" (tests or assessments chosen by the school or district, not mandated by the state) and their administration schedules to the Department of Education, which will then make this information publicly available online to help parents and students compare assessment data across schools. It also mandates that local education agencies (LEAs) and public charter schools use only the state-provided universal screener, which is a standardized test given to all students to identify learning needs, for universal screening purposes, and prohibits the use of other universal screeners. Furthermore, the bill establishes an "assessment review board" composed of nine classroom teachers from across the state to review the Tennessee Comprehensive Assessment Program (TCAP) tests, which are statewide standardized tests, and analyze student performance data to identify areas for instructional improvement. The bill also clarifies that results from the state-provided universal reading screener can be used by teachers in certain grades as an alternative method for measuring student growth for teacher evaluations.
