This bill, known as the Advancing Better Options for Dwellings Everywhere Act or ABODE Act, directs the Secretary of Housing and Urban Development (HUD) to establish a grant competition. This competition will provide funding to academic, nonprofit, and mission-driven for-profit developers to create or renovate single-family and multi-family homes. The primary goal is to build or improve housing for households earning no more than 50 percent of their area's median income, with a focus on lowering construction costs, enhancing resilience and energy efficiency, and ensuring accessibility for individuals with disabilities. The bill also mandates a study on the cost savings associated with these resilience and energy efficiency measures, and prioritizes projects that address severe affordable housing shortages, emphasize quality and durability, or incorporate universal design principles. Finally, HUD will be required to report to Congress on the outcomes of the grant competition and the study within two years of the bill's enactment.
