This bill, known as the "Advancing Better Options for Dwellings Everywhere Act" or the "ABODE Act," directs the Secretary of Housing and Urban Development (HUD) to establish a grant competition. This competition will provide funding to academic, nonprofit, and mission-driven for-profit developers to create or renovate single-family and multi-family homes. The primary goals are to serve households earning no more than 50 percent of their area's median income, while also focusing on reducing building costs, improving energy efficiency and resilience, and ensuring accessibility for individuals with disabilities. Grants will be awarded upon completion of a predetermined number of homes that meet specific resiliency and energy efficiency standards. Priority will be given to projects in areas with significant affordable housing shortages, those emphasizing quality and low maintenance, and those incorporating universal design for accessibility. HUD will also study the cost savings associated with the implemented energy efficiency and resilience measures, and a report detailing the funded projects, the number of affordable homes built, and the study's findings will be submitted to Congress within two years of the bill's enactment.
